1. Background of the Project

 

Building on the experiences of the Water for Agro-Pastoralist Livelihoods Pilot Project (WALP) implemented by Somaliland government in which four sand dams were built and contributing to the National Development Plan. The Ministry of Planning and National Development is implementing the Water for Agro Pastoral Productivity and Resilience Project “Biyoole.” The objective of the Biyoole project is to develop water and agricultural services among agro-pastoralist communities in dry-land areas of Somaliland. The project is framed around the following components and sub-components: - Component 1. Support development of multiple-use water sources, 1.1 construction of new community water points (number) and 1.2 rehabilitation of community water points (number); Component 2. Institutional and Capacity development, 2.1 national and state institutional capacity building and 2.2 community development and demand mobilization; Component 3. Supporting sustainable land management and livelihoods development around water points. 3.1 integrated landscape management and 3.2 Agriculture and livestock support; Component 4. Project management, M&E, knowledge management and learning and contingent emergency response.

 

The Somaliland Government is establishing a core multi sectorial Project Implementation Unit (PIU) coordinated by the Ministry of Planning. The role of the PIU is to support the management, coordination, implementation and monitoring and evaluation of project activities. The PIU will be staffed with the following positions: -Project Coordinator, Monitoring and Evaluation Specialist, Finance Management Specialist, Procurement Management Specialist, Social Safeguard Specialist, GBV Specialist and Environment Specialist.

 

The Ministry of Planning and National Development intends to apply parts of the proceed for the payment for the services of the Gender Based Violence Specialist Consultant Position.

 

2. Duties and Responsibilities:

 

Reporting to the Project Coordinator, the GBV Specialist will have the following duties and responsibilities: Develop and implement the SEAH Prevention and Response Action Plan for the project, Train and guide other implementing agencies on SEAH implementation, Oversee GBV service mapping with the Somaliland line ministries focal points, Support the development of the Referral Pathway, Support and manage grievances in a confidential and survivor centric manner, Review of project-related GBV/SEAH risks, including in particular risks of SEAH, and update the risk mitigation strategies for the project, Contribute to monitoring and evaluation of the GBV/SEAH risk management elements of the environmental and social safeguards instruments prepared within the framework of the project, in particular all activities outlined within the SEAH Prevention and Response Plan, Collaborate with the other experts of the PCU/PIU, in particular the environmental and social safeguard specialists, and communication specialists within the framework of their activities, Train all staff, implementing partners, security providers and contractors on GBV prevention and response and the gender equity and considerations and Code of conducts, Helping to facilitating women only meetings at all levels: community, PIU and contractors/implementing agencies to understand constraints to participation and needs and address them in conjunction with project management, Ensure all SEAH prevention and response plan is implemented at national level either directly or via contractors, Ensure that handling of SEAH complaints in integrated into the GM and that confidential and survivor centric handling is guaranteed, Provide quarterly reports to the FGS GBV specialist on the implementation of all safeguards instruments and functioning of the GM, Identify and addressing the risks of GBV, in particular, SEA and workplace SH by identifying and implementing appropriate the SEAH Prevention and Response Action Plan, Put in place monitoring and evaluation plan for activities relating to the prevention and management of GBV/SEAH cases and contribute to monitoring and evaluation of the GBV/SEAH elements of the environmental and social safeguards documents prepared within the framework of the project, Support the PCU in responding to any identified GBV incidents, ensure that effective monitoring and evaluation mechanisms are in place to report on such incidents and incorporate lessons into the approach, as appropriate, Develop and conduct relevant capacity building and training activities for government counterparts, including contractors, E&S focal points in Ministries, Provide recommendations and costing for the implementation of community awareness raising activities that include the risk of SEAH related to the project, the code of conduct for workers, the GM and the ways in which the community members can safely report concerns. 3. Selection Criteria:

 

The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The required qualifications and experience include:

 

  • BSc in social sciences (sociology, anthropology or community development, Peace and conflict studies, diplomacy studies or gender; etc.)
  • MSc in Social Sciences will be added advantage.
  • At least 5 years’ experience in the prevention, awareness raising and response.
  • Excellent English and local language written and verbal skills
  • Excellent understanding and commitment to gender equity, GBV prevention and response.
  • Familiarity with the World Bank’s ESF and commitment and passion to develop skills in gender and GBV.
  • Strong interpersonal skills and the capacity to apply a survivor-centered approach to support, guide, listen, assess, plan and follow up on services and survivor support
  • Operational experience at country/regional level in the implementation of programming related to violence against women and children, sexual exploitation and abuse, GBV, gender, and child protection Experience in delivering gender-sensitization trainings to a wide range of audience including in challenging environments.

 

 

  1. Timing Duration of Assignment

 

The Gender Based Violence Specialist shall be contracted for an initial period of 6 months.

 

The Ministry of Planning and National Development now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

 

  1. Submission requirements

 

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
