Background and Overview
The Central Statistics Department under the Ministry Of National Planning and Development in collaboration with SCB Office has embarked on a comprehensive reform program of the National Statistics System of Somaliland.
The program is implemented under the Somaliland Statistical Strategic Plan and Statistics Act and aims at developing the National Statistical System (NSS) through a range of initiatives within, institutional reform, human resource and capacity development, development of Statistical Infrastructure, data development and dissemination as well as physical infrastructure and equipment.
In order to achieve this objective, the SCB Office has agreed to support CSD through a Capacity building arrangement. For this purpose Central Statistics Department is hiring two years 6 Junior Statisticians and one Administrative Person with financial assistance to Swedish Statistics Office.
Overall Objective of the Assignment
The overall objective pursued through the implementation of the proposed project is to strength statistical capacity with the purpose of facilitating decision makers’ awareness, understanding and trust in statistical data.
The project will more specifically support the strategic orientations regarding the following priority areas with the following component objectives
o General Management
The statistical system is strengthened
o Economic statistics
Quality of targeted economic statistics improved
o Social statistics:
Production of quality and availability of designated social statistics improved
o Statistical methodology
Capacity of national staff within statistical methodology improved
Time Frame
The scope of the program or project is two years to make sure whether the position holders have the intended capacity that is viable to the positions.

Junior Staff statisticians
Areas of training for the new intake employees in statistics aspects
a) International standards for Official Statistics and the UN Fundamental Principles of Official Statistics.
b) Sources and methods in one or more domains of Economic and Social Statistics
c) methodologies for sex disaggregated data, gender indicators and gender statistics
d) Sampling and Survey methods
e) Data collection methods
f) Tabulation plan
g) Data analysis and interpretation
h) Reporting and presenting statistical data
JOB DESCRIPTION OF ON-JOB TRAINEES STAFF
Job Title: Junior Statistician (3)
Area: Economic Statistics
Report to: Director of statistics
The Junior officers of economic statistics section are responsible for providing support in the production of Consumer Price Index (CPI) and National Account units, which include collecting, processing, analyzing, and compiling comparative statistical data for publication.
EDUCATIONAL QUALIFICATIONS
· A bachelor degree in Statistics, economics or a relevant discipline
· Experience dealing with numerical data and working with statistical software
SKILLS AND EXPERIENCES
· Proven analytical and problem-solving abilities, with keen attention to detail.
· Ability to effectively prioritize and execute multiple tasks in a high-pressure environment.
· Ability to work both independently and in a team-oriented, collaborative environment.
· Good computer skills
· Strong communication skills, both written and verbal.
· Familiar with statistical software, possess good data entry and word processing skills, and be able to create charts and graphs.

Area: Social Statistics
Reports to: Director of Statistics
The junior officers for Social statistics section is responsible for providing support in the various social statistics functions in gender statistics, education statistics, health statistics, etc.

· A bachelor degree in social science, gender or a relevant discipline
· Experience dealing with numerical data and working with statistical software
SKILLS AND EXPERIENCES
· Proven analytical and problem-solving abilities, with keen attention to detail.

· Ability to work both independently and in a team-oriented, collaborative environment.

Job Title: Junior IT Statistician (1)
Area: IT
Reports to: Director of statistics
The Junior IT officer is responsible for providing support in the various functions of IT section which include, processing, editing analyzing, making data entry templates using different statistics software like STATA, SPSS, CSPRO, ACCESS and EXCEL as well and uploading statistical data into websites .
EDUCATIONAL QUALIFICATIONS
1. A first degree in IT or a relevant discipline
2. Experience dealing with numerical data and working with statistical software

Job Title: Administrative Officer (1)
Directorate/Department: Statistics
Assignment Location: Central Statistics Department
Reports to: director of statistics
Under the general supervision of Head of director of statistics
After been on job trained the new employee would have the following duties and responsibilities
Main Activities:
1. Coordinates and performs a range of staff and/or operational support activities for the unit; serves as a liaison with other departments and operating units in the resolution of day-to-day administrative and operational problems.
· Schedules meetings, events, appointments of the department
· Posts, monitors, and reconciles internal department monthly ledgers, budgets, and financial reporting system reports.
· prepare drafts of budget planning documents; serve as department book holder
· To prepare the full attendance of employee and record daily hours.
· Maintain updated files and file numbers
· compile reports from the staff and submit to the Management
· Verify pay amounts, hours of work, deductions, etc.
· Verify coding and obtain signatures
EDUCATIONAL QUALIFICATIONS
1. A first degree in business administration or a relevant discipline
2. Experience dealing with numerical data and working with statistical software
SKILLS AND EXPERIENCES
