Introduction 

The Central Statistics Department (CSD) of the Ministry of Planning and National Development (MoPND) serves as the national statistical office of Somaliland, playing a pivotal role in the development, coordination, production, and dissemination of official statistics. CSD is mandated to provide timely, accurate, and relevant statistical information to support evidence-based policy formulation, development planning, monitoring, and decision-making across government institutions, development partners, civil society, academia, and the general public.

In accordance with Presidential Circular No. 013/11 2007, dated 28th May 2008, and Statistics Act No. 60/2013, CSD is formally recognized as the principal authority for statistical coordination and supervision in Somaliland.

Mission

  • To coordinate and lead the national statistical system by collecting, analyzing, and disseminating official statistics and data in accordance with international standards, to support planning, decision-making, and development monitoring for the people of Somaliland.


Functions

As the central body responsible for national statistics, the department is designated with the following core functions:

  • Collect and process accurate and reliable national data through censuses, surveys, and administrative data compilation
  • Analyze data and produce timely and relevant statistical reports, indicators, and databases accessible to public to ensure data informed use.
  • Develop standardized statistical methods, classifications, and frameworks in line with international best practices.
  • Coordinate the National Statistical System (NSS) and harmonize the statistical activities of various data producing entities to ensure consistency, comparability, and quality across sectors.
  • Develop statistical capacity and promote statistical literacy among users and producers.
