Overview of Somaliland Land and Water Resources (WAL) Information Management Center

The purpose of Somaliland WAL IMC is the comprehensive management of water and land resources information, monitoring systems, data acquisition, data storage, data analysis, water and land resources data and information delivery, in order to support the sustainable development of Somaliland. The scope of the IMC covers the main tasks to collect, process and analyze water and land resources information in coordination with the relevant institutions, in support of policy development for sustainable and integrated water and land resources management, and to provide water and land related data and information to users of water and land related data and information.

The IMC is already established in a dedicated government building, fully equipped and staffed with technical and support personnel. The IMC is technically assisted by FAO SWALIM and governed by the inter-ministerial coordination committee represented by institutions related to agriculture, disaster management, environment/climate change, livestock, planning and water resources.

OVERVIEW OF THE POSITION

The IMC Director is responsible for the overall operations of Information Management Centre at Hargeisa. S/He abridges all communication between the Government of Somaliland and FAO/SWALIM.

GENERAL FUNCTIONS

Role objective:

Under the overall supervision of the Information Management Coordination Committee (IMCC) and guidance of the ILWRM Project Manager, the IMC Director will manage the Information Management Centres (IMC) and supervise its staff.

He / She will specifically:

· Coordinate the activities of the IMC across the line ministries, under the guidance of inter-ministerial coordination committee (IMCC);

· Lead the development and periodically updating of sustainability plan for the IMC in Somaliland

· Coordinate and lead partnership building and mobilization of financial resources from government, development partners and private sector. This also include the development of feasible project proposals for discussion and approval by IMCC;

· Explore the opportunities with the regional and international institutions for cross-country exposure and augmenting the IMC as future center of excellence in water and land resources information management.

· Lead the capacity development of government institutions (IMC and relevant government authorities) through experiential learning approaches for the collection, analysis, and dissemination of land & water resources

· Link the operations of IMC to the line ministries in relation to the implementation of the ILWRM-II activities;

· Provide technical advice to the IMC staff on land and water resources management;

· Conduct outreach activities related to ILWRM project and support the design and implementation of capacity building activities/training workshops, seminars, etc;

· Ensure delivery of all the ILWRM outputs according to the project document, in consultation with the ILWRM project manager;

· Prepare progress and financial reports, and provide regular updates to the IMCC on the status of implementation of the project activities;

· In consultation with the ILWRM project manager develop Terms of Reference for the IMC technical staff and participate in the recruitment process;

· Oversee the daily operations of the IMC office and supervise the performance of IMC staff, providing clear direction, regular monitoring and feedback on performance;

· Recommend to IMCC future/additional capacity and staffing needs for the IMC beyond the current ILWRM project funding;

Skills and Qualifications

Education:

· Advanced University Degree (Master’s or Ph.D.) in Natural Resources Management, Environment, Hydrology, Hydrogeology, or related disciplines.

· Program Management certification (desirable).

Work Experience:

· Six years of relevant experience in implementation of water, land, environment or natural resources projects preferably establishing and supporting to the newly created institutions/organization. Experience in working with Somali Government Ministries/Institutions is an asset.

Technical Competencies

· Strong knowledge of water and land resources and its information management in the Somaliland context.

· Experience in establishing and maintaining partnerships with donors, government institutions, and other stakeholders/local communities.

· Strong skills in Information management, capacity development and knowledge management.

· Strong Knowledge and understanding of network systems, GIS/Remote sensing, and data processing, and report writing skills considered an advantage.

Languages:

· Working knowledge (level C) of English (oral and written), and fluent in the Somali language is required.

IT Skills:

· Knowledge and experience in Microsoft Office software:- MS Excel, MS Word, Outlook, MS PowerPoint; Other data processing and analysis tools desirable.

Office Management Skills:

· Track record of strategic decision making and initiatives at project level.

Interpersonal Communications and Teamwork Skills:

· Excellent team management skills in a multicultural setting.

· Experience in managing stakeholder relationships, and ability to communicate effectively.

Project reporting:

This role reports to the Chair of ILWRM inter-ministerial coordination committee and in close coordination with Project Coordinator ILWRM.

Team management:

The selected candidate is expected to manage all the staff working in the IMC.
