Background:

The Information Management Center (IMC) of Somaliland, established in 2020, serves as the official successor to FAO's SWALIM (Somali Water and Land Information Management). It inherits SWALIM's longstanding commitment to managing and disseminating vital information on land and water resources, a role it has diligently fulfilled since 2002. As a central hub for environmental and natural resource data, the IMC plays a crucial role in supporting the sustainable development agenda of Somaliland.

The Ministry of Planning and National Development (MoP&ND) is tasked with overseeing and facilitating the strategic planning and development initiatives of Somaliland. With a focus on fostering economic growth, social progress, and environmental sustainability, MoP&ND collaborates closely with various stakeholders to ensure coherent and effective policies and programs are implemented to drive the nation's progress.

Together, the IMC and MoP&ND form integral components of Somaliland's developmental landscape, with their respective mandates converging on the common goal of promoting sustainable development and resource management in the region. Through collaboration and strategic partnerships, they endeavor to harness data-driven insights and evidence-based approaches to address the multifaceted challenges facing Somaliland and pave the way for a prosperous and resilient future.

OVERVIEW OF THE POSITION

The IMC Water Resources Officer will be responsible for conducting water resources data collection, management, and analysis under the guidance and supervision of the IMC director.

GENERAL FUNCTIONS

Role objective:

He/she will work under the guidance and supervision of the IMC director to undertake the following:

Manage all aspects of water resources data collection (e.g. water sources surveys, hydrogeology, surface runoff, water quality, etc.) undertaken through the IMC, in collaboration with the line ministries.

In charge of the water resources activities planned under the CaDRE project for implementation by the IMC

Maintain and update water resources database(s) at the IMC, with regular synchronization with the SWALIM’s database.

Contribute to the preparation of best practice guides and various project proposals.

Support in production of weather forecast and early warning information to inform Somaliland Institutions

Contribute to hydrological analysis water catchments for planning purposes.

Organize and perform field data activities to produce water related information.

Carry out water resources data analysis from the existing archives and surveys and write reports

Production and dissemination of regular water resources bulletins

Support the IMC director in concept note development and projects formulation

Support the IMC director to foster collaboration and partnerships with government/non-government actors.

Participate in trainings and other capacity development activities organised by FAO/SWALIM

Provide client support services

Perform other duties assigned by the IMC director.

Project reporting:

The Water Resources Officer provide/contribute to reporting related to the in Hydrology, Hydrogeology, Water Resources or related data and information storage and dissemination.

Skills and Qualifications

Education requirement:

Minimum bachelor level degree is required in water resources management, Hydrology, Hydrogeology, Water Resources related information management.

Team management:

The selected candidate is expected to work closely with the CTG consultants working in the IMC.

Essential experience:

He/she should have at least three years professional experience in Water resources management and related fields, developing and implementing water resources management projects.

Excellent technical report writing skills.

Speaks and writes in English clearly and effectively.

Strong ability to collaborate with other colleagues of the IMC team.

Knowledge of data analyzes and interpretation.

Strong understanding of the water resources background of Somaliland.

Knowledge and experience in Microsoft Office software including but not limited to; MS Excel, MS Word, Outlook, MS PowerPoint;

Knowledge and experience in GIS and remote sensing is a requirement

Communication skills.

Working level English and Somali languages are essential.
