1. Background
Building on the experiences of the Water for Agro-Pastoralist Livelihoods Pilot Project (WALP) and the Water for Agropastoral Productivity and Resilience (Biyoole) project implemented by Somaliland government, the Ministry of Planning and National Development is implementing the Water for Rural Resilience “Barwaaqo ” Project. The objective of the Barwaaqo project is to develop water and agricultural services among agro-pastoralist communities in dry-land areas of Somaliland. The Project is framed around the following components and sub-components: Component1.Support development of multiple- use water sources, 1.1 construction of new community water points (number) and 1.2 rehabilitation of community waterpoints (number); Component2. Institutional and Capacity development, 2.1 national and state institutional capacity building and
2.2 community development and demand mobilization; Component 3. Supporting sustainable land management and livelihood development around water points. 3.1 integrated landscape management and 3.2 Agriculture and livestock support; Component 4. Project management, M&E, knowledge management and learning and contingent emergency response.
The Somaliland Government is establishing a core multi-sectoral Project Implementation Unit (PIU) coordinated by the Ministry of Planning. The role of the PIU is to support the management, coordination, implementation and monitoring and evaluation of project activities. The PIU will be staffed with the following positions: -Monitoring and Evaluation Specialist, Finance Management Specialist, Procurement Management Specialist, Safeguards Specialist and project coordinator
The MoPND is seeking to use a portion of the BARWAAQO project to finance the recruitment of a Social and Community Driven Development Specialist.
2.Duties and Responsibilities
Reporting to the Project Coordinator, the Social Safeguards/CDD Specialist will have the following duties and responsibilities:
Social safeguards
Working in close collaboration with the environmental and gender/GBV specialist develop mechanisms, modalities and timelines and ensure timely implementation of the safeguard's instruments: SEP, LMP, RPF, ESMF and ESCP, in line with the World Bank's ESF, Develop community engagement minutes, summary social safeguards reports and input into ESMPs in accordance with the WB guidance, and seek clearance before any activity takes place, Ensure that the subproject activities' design, specifications and budget adequately reflect the recommendations of the ESF instruments, Ensure that ESF requirements are adequately incorporated into all contracts and contractors' reports, Ensure close supervision and monitoring of contractors for the timely and efficient implementation of the C-ESMPs and all other social safeguard measures, Promote inclusivity, transparency, accountability and gender and minority inclusion throughout the project and ensure that social concerns and suggestions are incorporated and implemented in the project, Develop the structures and oversee the functioning of a grievance redress mechanism (GRM) for the project, and ensure that it is accessible to all stakeholders including community members served by the project especially disadvantaged groups, Promote awareness and understanding on the importance of the GM with all staff, contractors, workers and communities, Ensure that all complaints are logged, followed up and resolved and feedback is provided to the complainant ensuring confidentiality at all times, Work closely with the gender/GBV specialist on the implementation of the SEAH prevention and response plan, management of SEA/SH risks and training of staff, contractors and communities, Regularly monitor the field activities to ensure ESMP implementation and prepare a progress reports on social issues, Document best practices and lessons learned to share among the different project beneficiaries, Mitigate and resolve conflicts related to land acquisition, displacement, and resettlement issues according world banks guidelines.
Community Mobilization and Engagement:
Facilitate community meetings and workshops to raise awareness about the project and its objectives, enhance community ownership and governance through inclusive and participatory processes, conflict resolution, and decision-making, ensure gender equality and the inclusion of marginalized groups in all planning, decision-making, and implementation processes, Support the establishment and training of the VDC/committees to ensure sustainability of project activities.
Community Investment Planning (CIP):
Lead the CIP process, including ensuring that CIP commitments align with the community needs, and contribute to the project objectives, are agreed by all line ministries and are implemented, Ensure the CIP report is translated into Somali, shared with the community and district government, line ministries and other donors that may fund other community needs not funded by the project.
Sustainability and Exit Strategy:
Plan and implement exit strategies to ensure that communities can continue to manage and sustain their projects independently.
Reporting and Documentation:
Prepare quarterly progress reports on social risk management including the GM system, and update the tracker on commitments and progress, Document best practices, lessons learned, and success stories to share with project stakeholders and inform future interventions, Any other duties as assigned by the Project Coordinator, S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following www.mopnd.govsomaliland.org or can be provided upon submission of application (in person or by E-mail).
3.Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- Master degree in development studies, social sciences or related field;
- Ten years working experience with local communities on participatory development programs for resilience and livelihood projects and capacity building of community institutions.
- Excellent understanding and commitment to social inclusion, conflict mitigation, labour management, gender and GBV, stakeholder engagement and participatory development and World Bank ESF requirements
- Hard working, proactive with excellent organizational, team working and building skills.
- Fluent in English and Somali.
- Excellent knowledge of computer applications;
In addition to the reports mentioned under “Key responsibilities” above, the consultant in close coordination with the Project Coordinator is responsible for providing periodic (as decided by the Project Coordinator) progress reports and project completion reports.
4.REPORTING
The Social Development Specialist will report to the PIU Project Coordinator. In addition, he/she will perform under the overall guidance of the World Bank Task Team Leader(s) for the Barwaaqo Project.
5. TIMING Duration of Assignment:
The Social Development Specialist shall be contracted for an initial one-year period.
The Ministry of Planning and National Development now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide the following (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.
6. Submission requirements
The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 August 2018 and November 2020, September, 2023 and February, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The Social Development Specialist will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
