Annual Work Plan 2021

Introduction

The Ministry of Planning and National Development (MoPND) officially presents its work plan for the year 2021. This plan is aimed to be used throughout the year as an essential tool to help not only to guide executing the Ministry’s objectives, but also, to monitor progress achieved and to quickly address any unforeseen bottleneck that may arise.

This is a product of a joint effort by all departmental staff and ministry technical personnel that was presented and further refined in the annual summit. With overall direction of the ministry management, each department has chosen five priorities as their focus on the year. Each priority is further subdivided and immediate outcomes defined. All priorities fully align with the National Development Plan (NDP 2021).

The work plan is structured as follows: it starts with the Somaliland National Vision, 2030, National Development Plan II goals, the structure of the ministry, followed by a matrix of department plans and an implementation calendar for each of the Planning, Administration, Statistics, Coordination, Human Resources, Monitoring and Evaluation Departments, in that order. The ministry national budget for the year 2021 is also attached as an annex.

Core Functions

 

THE MoP&ND WILL UNDERTAKE THE FOLLOWING CORE FUNCTIONS:

 

CORE FUNCTIONS

1

Coordinating, preparation and implementation of short term, medium term and long-term National Development Policies and plans in collaboration with MDAs.

Developing National Development plans in collaboration with MDAs and stakeholders

3

Assisting MDAs to cascade the national development plans to the MDAs levels.

4

Developing a Resource Mobilization Strategy for financing the national development plan.

5

Monitoring and evaluation of national development plans, programs, and projects in collaboration with MDAs.

6

Conducting the census of the population, livestock, industries, farms, houses, and other resources.

7

Establishing and institutionalizing mechanisms for coordination for International and national NGOS.

8

Establishing and institutionalizing mechanisms for bilateral and multilateral economic

Mandate for the Ministry

Legal Mandates of the Ministry

  

The Ministry of Planning and National Development has the following mandates (translated from the Government Gazette, 06/01/2018):

 

Mandate as published in the Government Gazette

1

To produce appropriate plans and strategies for development capable of ensuring that the long-term goals of the country are achieved.

2

To establish long-term, medium-term, and short-term plans encompassing all economic and social aspects of the Somaliland people’s life, through fostering community engagement.

3

To prepare yearly targets to track progress in the provision of social services against measured baselines.

4

To coordinate all development projects funded by donors.

5

To produce statistics on all national resources, including livestock, agriculture, industrial production, and infrastructure in the country.

6

To prepare statistical reports on the social, economic, and environmental situation in the country.

7

To study and describe the socio-economic conditions of the community.

8

To strengthen Somaliland's economic development co-operation with donors and international organizations.

9

To monitor all development projects so as to ensure that plans are implemented effectively and responsibly.

10

To evaluate development projects upon completion, compiling findings of the evaluation in an end report.

To identify barriers that hinder development plans’ implementation.

To monitor the implementation of the National Development Plan II on an annual basis, reporting on performance, impediments, or obstacles as well as challenges. To advise on the appropriate steps necessary to overcome the identified obstacle and ensure that the intended objectives of the plan are reached.

To register international and local organisations operating in the country and involved in the implementation of projects.
